Yes, it's Captain Cyborg again. According to The Register, "An electronics expert is attempting to unleash various authorities, including the General Medical Council, local social services and the police on Professor Kevin Warwick for his proposed kiddie-chipping activities." The rest of the article points out very many flaws in the chipping idea, and makes it plain that KW simply hasn't thought things through.
